The London borough of Kensington and Chelsea has now outlawed the super-sized basement extensions that local billionaires seem to be enamored with. The multi-level underground recreation areas sometimes extend beyond the boundaries of the aboveground properties, have cracked walls and even wrecked the foundations of neighboring mansions. In 2012, excavation work under the mansion of a Goldmann Sachs director resulted in his neighbor getting trapped inside her house, unable to open her front door because it had shifted so much.
